    Well, I think, depending on how you (loosely) interpret it, the FID card is a permit to carry. Note the statue does not say it must be a permit to carry concealed, only to carry.

    FID is a permit to purchase a gun. That interpretation would have to be looser than Madonna's kooter.

    From the reddit thread and apparently they are issuing some LTCFs (at least until this went public on the internet)

    Pennsylvania law says "equivalent permit in home state", does not say concealed, handgun, long gun, anything.

    A FID IS a permit to carry, but only open carry of unloaded long guns or loaded guns when hunting. Many PA counties will not do it but Perry honors that as a "equivalent permit in home state"

    Good question. The FID card in NJ enables residents to legally possess rifles, shotguns, or handguns, not carry them, either concealed or openly. You even need a permit to carry openly, which is frowned on by law enforcement in NJ.

    I believe the FID allows open carry of a long gun, hence the usability for this purpose.
