Just want to provide an update from my end. I emailed PEMA to see what their interpretation is. They just responded today. Here is what I wrote, and their response:
Hello. My understanding is that all Governor Disaster/Emergency Proclamations now have a 21-day expiration unless approved for extension by the General Assembly. However, on the PEMA web page (https://www.pema.pa.gov/Governor-Pro...s/default.aspx), it shows that of the two proclamations that were issued or renewed by the Governor within the past 90-days, only the 5/20/21 COVID proclamation was terminated by concurrent resolution of the General Assembly. The 5/7/21 Opioid one was not updated on the PEMA website to show that it was also terminated. Are we currently under any Disaster/Emergency Proclamations, or have they all been ended? Thank you.

The Governor renewed the Opioid declaration on May 7, 2021. It is still active and will expire by operation of law on August 5, 2021.

I wish people would stop about the SYMBOLIC opioid state of declaration. It is SYMBOLIC and not an actual state of emergency where they declare martial law.

I would never tell anyone to disregard a law.......but non lawyers making up laws on technicalities is another issue. No one knows about the enforcement of § 6107 because it never happened.
I have a LTCF so this doesn't apply to me anyway. But it seems like if anyone is concerned it would be easier (and cheaper than getting a lawyer) just to just get a LTCF for $20. Or wait 2 months.

I'm sure you have your reasons, but it does make one wonder why you just don't get a LTCF and be done with all this fuckery.

Maybe he just thinks it's a ridiculous notion that on one day certain things require a license, and on very next day, every single thing with every type of firearm requires a license, and that status can continue perpetually, and he doesn't want to play along.
If I hadn't garnered such notoriety in my local area, I may well have decided to forego licensing myself. As it is, I push any boundary I can and refuse to produce a license when it's not required.Get your "Guns Save Lives" stickers today! PM for more info.
