Apparently you are not a native Philadelphian. 4th & Girard area has never been that bad. I guess you are taking advantage of tax breaks to buy new construction. There are many neighborhoods with a lot less issues to buy in rather than Kensington.

Anyway, the cops do seem to be more aggressively actually working to confiscate more of them lately. In the scheme of things, buddy, it's bad but there's higher shit on the list. Problem is the city leadership isn't willing to do practical things to reduce the atv problem and the murder problem. And the cop leaders aren't advocating actual solutions, either.
