Thanks for the information, but correct me if I'm wrong, I thought both parties had to be residents of the same state for this to be legal, and in this case Pennsylvania.

Yes, they must be. You have to follow the law in this order: Federal, State, Municipal.

Federal law says that interstate transfers must go through a FFL. If it isn't interstate, then only State and Municipal laws have impact. Since we can rule out municipal because of preemption, only state laws matter.
