Yes, they must be. You have to follow the law in this order: Federal, State, Municipal.
Federal law says that interstate transfers must go through a FFL. If it isn't interstate, then only State and Municipal laws have impact. If/when we transfer firearms between immediate family members we always record it with a letter of transfer, noting the date, from who, to whom, make-model-serial of firearm, the addresses of the transferor/transferee and the fact that the transferee is not a prohibited person. Signed by the appropriate persons. And everybody gets an original copy.
