Default Selling a polymer 80 frame

I have a question about selling an unfinished polymer 80 frame kit in PA. As long as the kit remains unfinished am I able to legally sell it, face to face? Are there any record keeping requirements?

no none it's a piece of plastic until it's finished once you take a drill to it or remove the tabs or do anything that begins the process that makes it a firearm it becomes one. Until that happens it's as good as any other paperweight and not subject to anything.
