Ok, I'll take the hit, I shouldn't have responded so personally.
That was my mistake, and I apologize for that.
Now, having said that, the OP had a simple question about "Non-Resident" CCW's, and I still don't understand how the response by Walleye Hunter was helpful or productive.
Again, I apologize for my initial response to Walleye, as it was inappropriate, and not productive.

I would consider it productive, he's literally just pointing out that unless you're going to one of the states he listed then there is no point in going through the bs to get it. Personally I looked into it a while ago when I was thinking about it but reached the same conclusion, none of the states added were worth the extra effort to obtain the out of state license. At this point a lot of states don't even accept reciprocity with permit holders that are out of state residents.

Unless I'm misunderstanding the map all the yellow states wouldn't apply for a PA resident because the UT permit would be a non resident license holder.

Getting the PA resident license gets you all the green states + yellow states since you qualify as a resident of the state you hold the permit for. The only state I care about is MD and they have ZERO reciprocity with any other states which absolutely sucks when I'm forced to go there.

Fair enough.
Again, my apologies for making it personal, I was wrong.
For me, as I should have simply said and left it at in my first post post in this thread, DE was well worth the little cost and 4 hours of my time to get the Utah CCW.
I took the Utah course 2 years ago, just after I moved back to PA from DE (as my DE CCW was no longer valid), and for me it made sense.
I hope I stated that more appropriately, this time.

Jeez I wanted to find out what state licenses to get for maximum coverage and I feel like I ended up in a car with teens in the back seat arguing. Glad you all made up so I don*t have to pull this car over.
