Here are the criteria to get a carry permit in Maryland. MD is a May Issue state and unless you can document you are in one of the approved categories, it's gonna be a No. Self Protection for example, requires proof, e.g., police reports court doc, etc., that your life is in imminent danger or you are currently being targeted by individual(s). Otherwise, basically need to be in an "assumed risk" occupation or LEO or a business owner with "justification" why you need to carry a handgun.

Perhaps you see it as semantics, but I see it as a distinction with a difference.. 'Permit' implies the state is permitting or allowing you to carry whereas in this Shall Issue state, the state must license you to carry unless prohibited. Not as good as Constitutional Carry but Shall Issue is leaps and bounds above May Issue.

The state is still permitting you to carry with a license.

Do all "shall issue" states call then license?

I think most people would call it what they call it in the state that they have a permit/license from. MD is a permit.
