    Default Non-Resident CCW

    Hello Folks,

    Would anyone know which country would issue a non-resident CCW permit in PA and post the CCW to another state?

    I am a resident in the state of Texas and would like to get the n0-resident CCW from PA. I check two county sites and noted both of them do not have the option to post the CCW once processed to another state.

    Are you asking if you can get a PA LTCF (what PA calls a CCW) mailed to you?

    To the best of my knowledge, every county requires you show up in person to apply and/or pick up the LTCF.

    Be forewarned, very few counties are issuing to non-residents, anymore.

    Assuming you are using the LTCF in PA, where will you be in PA, when using it?

    Erie, Crawford, Mercer, Venango, Jefferson, McKean, Centre, Lackawanna, and Berks are known to issue to non-residents.

    HOWEVER, each has their only policy lately on how to apply and when to show up. ALL counties require you to appear at some time in person, whether it be to pick up the license, or to apply. Your photo ID has to be read by the system and your picture take with the system camera. There is no getting around that - at some point, you must appear in person.

    Don't Pennsylvania and Texas have reciprocity?

    My recent experience is that Berks and Centre are no longer issuing non-res LTCF.

    Texas and PA. are reciprocal states. Why would you need a PA permit? If you can't get a resident carry permit in Texas, you certainly can't get a non resident LTCF in PA. And, btw, you can drive to PA without driving through a non reciprocal state.

    I suppose it's how you read it. Here's what I intended:

    Some sheriffs are refusing to accept applications from non-residents. A refusal to accept an application constitutes what is called a "constructive denial." LTCFs can only be denied for the specific reasons detailed in §6109 (e)(1). Therefore, the sheriffs that are refusing to accept applications are doing so in violation of the law.
