OP: The FFL with which you spoke is . . . misinformed.
When a PA FFL makes a BC call to PICS, immediately after entering dealer number and PIN, the FFL hears, "For a previously initiated background check, please press 3. For a background check to purchase or transfer a gun, please press 1. For an out of state buyer with identification, please stay on the line for the next available operator."
Find another dealer.
