At the end of the day, a gun is just a steel tube that's closed on one end. The mechanism for closing the end differs between firearms, but none of it is rocket science- just simple applications of kinematics and basic fabrication techniques. People in third-world countries have been making guns in caves with dirt floors for centuries, and this will continue with or without Biden writing rules about which holes in said chunk of aluminum are allowed.

Enforcement of any rules, however, is a different story. If their recent handling of things such as the so-called "insurrection" are any indication, gun laws will increasingly be enforced NJ/DC style, where anyone found with a gun is guilty of a serious crime until they can prove they qualify for an exception to the blanket ban on guns.
I could completely see 80 Percent Arms changing their name to 75 Percent Arms if the "edict" specifies 80%.
