Does anyone know if I purchase a full size cannon do I need a background check run?

That looks really similar to the cannon they used to pop off a few times a day during the Gunmakers' Fair at Dixon Muzzleloading (Kempton). I had a table there for probably 12-13 years and I NEVER got used to that thing going off, and they'd give you a countdown over the loudspeakers too. Holy crap was that thing loud - and you felt it in your bones!

I do not believe their is a maximum caliber for large game, and such a round is more likely to produce a humane kill.

Interesting question. I texted a friend who is on a Napoleon Civil War Re-enactor gun crew. He questions the price, says a real Napoleon would be around $60,000 and reproductions are normally more than $5000. A real Napoleon was built before 1898 and does not require a background check. I did not tell him this was a repo and newly built. No more info and not much help, sorry.

The required agreement is not reassuring:

As long as the gun doesn't use fixed cartridges, it isn't a "firearm". Technically a 16" gun from the battleship New Jersey isn't a firearm and isn't subject to NFA or GCA laws, nor to PA laws. (explosive shells would be)

I have an uncle in the process of making a 2" to 3" bore cannon from a train axle. So far he has the exterior turned, and has stock ready for trunnions, and design for a carriage.

Try to make a steel tube twice the diameter and twice the length of an example, and see if you have enough steel. I think you'll come up way short.
