Well, like you admitted, you opinion stinks. If someone told me he would only sell a rifle through an FFL, I would tell him to shove it up his "opinion".

I'm happy to provide a copy of my PA driver's license as proof of residency, as well as my LTCF.
If you want to do a bill of sale, I'm fine with that as well."

Most times, they agree to it.
Sometimes they don't even ask for what I've offered.
They were just trying to weed out shady people and cover their ass.

If I don't know the buyer, I ask "Are you a PA resident?" and "Are you a prohibited person?". If they affirm they are, and are not respectively, the sale is good to go.

It's possible to be a non-resident and still be in possession of a valid PA DL, it's possible to be barred from LTCF and still be allowed to own long arms, and it's possible to hold a LTCF and still be disqualified from possession based on clear statute, so in my mind, those extra steps really don't "prove" anything.

Statute requires that I "not know" they are prohibited. Their answers provide me a basis to make that decision. I am not obligated to *prove* their eligibility, and as the government must do, I assume innocence until guilt has been proven.

What comes to mind is a conviction for misdemeanor shoplifting could be enough to deny a LTCF but they're still allowed to buy and own guns.
