    It is NOT considered concealed when in a vehicle. It is considered "in a vehicle".

    It makes a difference to the guy from Delaware who knows we are an open carry state who then treats it like Delaware does and keeps it on the seat or on the dash because it's not concealed. He can't carry in a vehicle without a license. Words mean things.

    IN or ON makes no difference. It's neither open or concealed.
    It is TRANSPORTING.
    If you are using anything other than your own two feet; you are TRANSPORTING.

    While the penalties for concealing without a license or transporting without a license may be the same.
    The conditions for being penalized are different.

    Analogy:

    2+2=4
    3+1=4

    Same results; different conditions for arriving at that same result.

    To anyone who disagrees with what I am saying.
    Please provide a quote, or screenshot, of the law (perhaps from the official "Pennsylvania Law Relating To Firearms" book) that will correct what I am saying.

    It's a little like "being shot in the head or shot in the heart will kill you". You die either way, but being shot in the head is NOT "considered to be shot in the heart".

    Unlicensed concealed carry, and unlicensed transporting in a vehicle, are 2 different ways to violate the same statute.

    Tangential question:

    As Pa resident, if I carried openly in my vehicle in Philadelphia without a LTCF, would I possibly be charged twice for not having a LTCF? One for carrying in a vehicle without a LTCF and one for open carrying in a City of the First Class without a LTCF?

    Just curious.

    I'd expect it. When initially charged they throw everything in it that they can. If you're black, you can maybe plea it down to a marijuana charge but if you're white, take your toothbrush with you to your hearing.
