Does the town/borough/city/township you live in have a police department?
If so, use the Chief.

I'm pretty sure for Philadelphia your CLEO would be Danielle Outlaw.

The mailing address for the Headquarters of the Philadelphia PD is:

So just pop your NFA paperwork in an envelope addressed to Commissioner Outlaw at that address and you should be fine.
