    Correct, thanks but you must send one of the copies to the cleo as part of the F1, F4 process. Not sure if it's the Sheriff or the Chief of Police.

    Does the town/borough/city/township you live in have a police department?
    If so, use the Chief.
    If you live in an area that does not have an actual police department, use the County Sheriff.

    I'm pretty sure for Philadelphia your CLEO would be Danielle Outlaw.

    The mailing address for the Headquarters of the Philadelphia PD is:

    750 Race Street
    Philadelphia, PA 19106

    So just pop your NFA paperwork in an envelope addressed to Commissioner Outlaw at that address and you should be fine.

    I'm not a lawyer (yet).
