    Until you get your LTCF, you can open carry, within the law, and outside of Philadelphia.

    Thanks for the responses. I have learned a bunch from them already.

    a few take-homes are:
    There's nothing in the law that would prohibit someone who is blind from purchasing a firearm or obtaining a PA LTCF. I hope you don't have an issue, and doubt * If for whatever reason the deputy at the office starts asking questions, politely say you don't want to discuss your medical history.
    * Don't call ahead, just go in and submit payment and paperwork, and do the needful.
    * Sighted is not a requirement to keeping and bearing arms.
    * As a "just in case", be aware that IF you would happen to be denied, you have a 30-day window to file your appeal. Should that circumstance arise, based on your location (Mont. Co.), I would recommend Prince Law.
    * There is a potential for making national news if things go sideways.
    * being blind does not disqualify a person from owning guns or obtaining a PA LTCF.
    * Personally would never want to open carry. Just opening oneself up to many things...
    * Will be reaching out to the person in Eerie prior to taking any action

    Fortunately, the 2A is loathe to discriminate. PA seems to be limping along. Hopefully, others will chime-in to affirm that, "sighted," is not a requirement to keeping and bearing arms.
