Your statutory remedy is an appeal before the Court of Common Pleas, but you only have 30 days to file. Philly has their own internal appeal process, not supported by state law.

That might be a simpler resolution, but could also potentially run out your 30 day clock on filing the statutory appeal, so be ready to move very quickly if actually denied, and follow your attorney's advice on which process might be best for you.

In 2008, very minimal representation for a character revocation cost around 4 grand in Franklin county, PA. YMMV.

Applied on the 26th. Got approved today. Cant go pick it up until end of February but at least my concern wasnt warranted. Thanks for the info everyone.
