    Definition of "vehicle" for vehicle statutes versus the rest of the statutes differ.

    The definition that the UFA uses covers any thing used to transport goods or people, a motor isn't required.

    That DUI thing with horses only comes from a PA Supreme Court ruling(Commonwealth v Noel, 2004), separating horseback from the DUI code due to unconstitutionally vague wording. The DUI code has since changed, and likely require a new test making the prior horseback DUI ruling null and void.

    If the day comes that I am riding on horseback with a gun, the government, and wether or not something is legal will be the absolute last thing anyone is concerned about

    P.S. I did consider buying my first pair of cowboy boots this year though...

    Well if you want to be on a horse with a rifle, why not get a Mare's leg? (all puns intended) However as I understand they are a pistol, so sayeth the ATF. IANAL
