The key would be converting to pump. Most 'assault rifle' bans/restrictions target semi-autos. Do no believe that the lower receiver is registered as a semi (someone correct me if I am wrong). So if convert it to a manual firearm, do not have to 'turn it in' because it is not longer an 'assualt rifle'. The upper is unregistered, so you can keep it, just not on lower. Kind of pistol upper/rifle lower...
Easier to convert the AR to a bolt action. There are versions that are straight pull see https://www.lannertactical.com/strai...ven-ar15-rifle for one type, though it is not available here (yet).

Another option is https://kalikey.com/ which swaps out the charging handle and makes it a straight pull bolt with a minor change to the bolt carrier. I bought one to test and even though I don't especially like the idea, I like the idea of registering my rifle as an NFA firearm even less. Even though the wind was brutal yesterday I got some range time in and tested the KaliKey. It worked fine, the only down sides I found were having to move my head following each shot and the sharp ridges on the handle. Simple operation one pull straight back and let go the recoil spring does the work of returning the bolt to battery.
