Others may chime in later but what you are looking at are lowers produced before the Clinton ban. I have several with even lower ser. #s. These lowers demand a premium due to being able to buy and build in the north east. I can*t off the top of my head remember what state or states that only allow these early receivers. Hence the rarity and cost.

I'm pretty sure if you move to Kali with a previously purchased off-roster handgun, you can make big bucks selling it privately there. Somewhat similar situation. And all too similar to the market pricing for transferable machine guns due to unconstitutional laws.
