As written the 2nd A says "arms". In the usage of the day arms included the belts, cartridge boxes and accoutrments of the soldier and BTW in modern military usage one is "under arms" when wearing a pistol belt. The term arms also applies to bayonets, knives, swords of nearly any type, spontoons, pikes, halberds, field artillery, coast artillery and naval artillery, bows and arrows, crossbows and bolts, tomahawks (Franciscas), and now machine guns, hand grenades and other implements.
