They are only taking pickups with an appointment (and turning away pickups without an appointment).

They don't seem overly concerned with the time (that day) your appointment may be (if you come early and are in line, you are taken early). On line, someone comes out every once in a while and gives new people on line a number (and takes their Driver's License - you get your Driver's License back at the end of the "process").

The workers inside are dressed in disposable doctors gowns, masks, face shields over their masks, and overly heavy latex gloves (think halfway to Ebola level - not the thin see-though variety or even the normal doctor level glove stuff). I guess the Communist Overlords in PA are making the GPU staff "make a show of it". Must be a bit uncomfortable for them.

Only think they seem to be doing inside is taking a photo of approved people (could be done outside, or they could use the passport photos everyone is required to submit, or ask that applicants optionally upload a photo from home that they could just visually check in person or by matching to people's driver license that the picture is correct), show approved people a paper printout of what info will be on the card, and then "laminating/printing" the card on a little machine by the camera person.

With a few minor procedural changes, they could do 100% of the above by mail and e-mail. Or make the cards (on request) available for pickup at applicants' local police precinct.
