That provision is a sop to address obvious Fifth Amendment issues. Once you use it up you cannot get more. You cannot add to existing supplies. You cannot transfer it to others. And here what will happen by "regulation". You will be forced to declare what ammo you owned prior to the effective date. They will be allowed to come in and inspect it. How else are they going to know if you are possessing it "legally". The other way is just to arrest you and drive you into bankruptcy fighting them in a criminal court and effectively trying to prove you bought it before the effective date. Sure the "burden" is on the prosecution to prove you acquired it later but as a practical matter you are going to have to prove it to keep a jury from screwing you.

That is the plan and this bill is perhaps the most overtly treasonous piece of legislation the Democrats have dropped on us yet. It turns the Second Amendment on its head. It gives the loyal Democrat Party Paramilitiaries (a/k/a "Antifa", "BLM", "BAMN" and "Black Bloc" etc.) the arms, ammunition, and authority and all neatly wrapped with the moral force of law to continue their mayhem and murder against essentially unarmed citizens.

Basically this bill would legalize Antifa and card carrying BLM members as being PA state funded foot soldiers while outlawing ammunition for everyone else.

Looters, rioters, those who openly burn the flag and say it’s time to burn it all down are going to be recruited to uphold the wishes of who’s in charge all wile disarming the populace.

While I don’t see it passing it does show how the crazy is being more and more excepted and we are seeing extremists in suits and ties being elected and given power. The douche who submitted this bill knows that people do not want to hear defund the police so this is his way around it while trying to sound patriotic.
