I think the PGC is definately crunching the wrong numbers. It seems to me their numbers are way off.

Hell, we had bears through our yard damned near nightly from May - July. They absolutely shredded our Arbor Vitae in the front yard, using it for a scratching post.
I just don't think as many hunters went out this year and I'm hearing the same from others who did go out.Sed ego sum homo indomitus

I have had bears at my house every year. Some years five or six. This year we didn't see any. I only seen about three all year driving around. Maybe the extra early seasons knocked down the population.

I checked the PAGC website and they updated the bear harvest numbers from last time I checked. New total is 3,648 which is much more in line with other years.
Good info here including county totals and top ten in size. Largest was 722 lbs.
