    Wolf changed the mail in rules if a mail in received and person votes in person, the mail in counts not the in person vote. https://www.votespa.com/Voting-in-PA...ot.aspx#mailin you get provisional ballot and it is only counted if mail in not counted. Perfect way to ensure voters can't change their mind

    If Kalifornia has an extended period of time to tally their mail-in ballots, it would be orgasmic if their whole state was unneeded to determine the outcome. And even better if Trump is the one who wins.
