    Also going to add, that a close reading of your posts suggests that you are lending your gun to a friend who will then drive with it from NY to PA to shoot.
    If your friend lacks the required permit to possess in NY he is not allowed to do it, since he is prohibited at his point of origin.
    I'm pretty sure he can't "borrow" your gun and cross state lines either, prohibited or not.
    If you want a real answer on this you will need to be specific.

    PA regulates carrying concealed and inside vehicles, your NY permit is valid in PA INSIDE a vehicle. No permit is required in PA to merely possess a handgun. Nor is a permit required to carry concealed at a range. Open carry doesn't require a permit in PA, except in Philly or on public domain during a state of emergency.

    You may allow another person to handle/shoot your handguns at a range in PA.

    Game commission ranges require either a PA hunting license or a Game Commission range permit to use them.
