    i think what he doing is letting them get practice with out all the permits in ny that might take another year or 2 to get because of the back log .
    i think the issue there talking about is the owner of the guns should be at the range that is the only issue with your plan in pa .

    Not to let friend transport the weapon. iw Ould be bringing mine. if I show up at a PA range with my guns and a friend who doesn't have a ny or pa permit is with me can he shoot ?

    would never lend my guns to anyone with or without a permit. but was wondering if a family member can shoot without a permit when at a range ?I would have possession and would be present.

    Yes. PA doesn't require a permit to posses or shoot.

    The only catch would be if you use a Game Commission shooting range, which then the shooters need to have a PA hunting license or range permit.

    To stop the deadly virus they need to ban everyone from out of state from using public ranges. Forever.
