That's exactly it. New owners figure they need at most a couple hundred rounds, so it's not so hard to justify a $200 stockpile. And if they don't really practice/shoot often, they may be right. If a larger determined force comes to your home, a casual family of 4 won't last more than a few hundred rounds anyway.
