Yes. And it does not need wheels. Snowmobile, for example.

Yep......The restrictions for rifles and shotguns are in the state game statutes. They are still enforceable state laws but they are in a different section than the firearms (handguns) laws.

Title 18 defines a vehicle as *[a] conveyance of any kind, whether or not motorized, that is designed to transport people or property. *

Title 75 (The Motor Vehicles Code which is different than where 6106 is which is in Title 18) additionally defines vehicle, this time as *every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks. The term does not include a self-propelled wheel chair or an electrical mobility device operated by and designed for the exclusive use of a person with a mobility-related disability.* 75 Pa.C.S. § 102.

IMO, not exempted, nor are "regular" self-powered wheelchairs.

Means not exempt? What am I missing?
There are two kinds of guns. Those I have acquired, and those I hope to.

Yeh, but I had one dipshit warden check my rifle in the back of my SUV as I changed boots. He was surprised that I had cleared it before even coming near my car, and the magazine was in my pocket. The law wasn't meant to punish someone for just inadvertently putting a loaded rifle in a vehicle while obviously coming in for the day.
