The ATF has used the measurement of 26" OAL as determination on whether a firearm is concealable for AOW NFA guns in consideration, which in turn would reclassify the gun as Title II(NFA). But they overlook the fact that the AOW section doesn't set an OAL measurement criteria. Then there is real world things like trench coats, dusters, baggy pants.
None of that above really matters to PA law on carrying, because state law governs that matter.
What is covered under a PA LTCF is a matter of PA law, which gives specific measurements of "firearms", both barrel length and overall length. If the gun in question under any 1/one/uno of those measurements it is a PA defined "firearm", thus a LTCF is required to carry it concealed or in a vehicle. While a TAC14 or Mossberg's equivalent is over 26" OAL, thus not being a AOW NFA device, the barrel length is under 18" for a "shotgun"(smoothbore) which makes it a "firearm" even though the OAL is over 26".
