Unless you want to get into a dick measuring contest, staring back can backfire on you and escalate the situation. Best to *keep on him*, as you commented, without overtly staring and seek to deescalate the situation.

Spinach stuck in your teeth notwithstanding, this is not a bad strategy, with emphasis on friendly versus wise-guy. Something like a smile and a nod, *hi, can I help you?* Or, *hi, do we know each other?*

I am from Marylandstan and have no issues with OC I would have probably been staring in jealousy not contempt. I do have my MR permit and my PA and if i were not such a cheap ass i would buy a good retention holster and open carry in pa when i am there which is a good bit. I just conceal as it is already there.

I have never seen anyone in PA OF but have in VA and NC.
