    They've been using "thought police" for years. Just look at all the "hate crimes" laws. They infer that they know what was happening in someone's mind when the committed whatever act they are accused of. Personally I don't see the need for such laws, if you murder someone I'm pretty sure that you hated them, the same with if you seriously assault someone.
