Not hard to understand - when they get the update FFL that is just some keystrokes to put it in their database and it's good for 3 more years. If not updated then someone has to get on the computer, go to the ATF EZ check site, find the FFL, note the new information and then update the database. Takes time away from doing other things. Most FFL's I know and converse with on the www do this (email a new copy) when they get their new license (and SOT, which is once a year if they deal with NFA items).
