Actually, this is a reasonable ruling.
The judge didn't take sides. He just pointed out that the prosecution didn't present a substantiated claim. They didn't prove a nexus between cutting hair and disease transmission. They said "We think it will." and that's not good enough.
In the environmental world, proposed regulations and enforcement actiins get struck down regularly for this. And, justifiably so. If you are going to claim "science" as the basis of your case, you actually have to use science and not guesses.Sed ego sum homo indomitus
