I know this answer has got to be in here somewhere but I can't find it.

Can a virgin stripped lower receiver be sold by me (a non ffl) without a transfer since it can be made in to either a pistol or a rifle?

FFLs cannot transfer virgin receivers to anyone under the age of 21. But private parties can do so in a ftf transaction. (At least that is what was explained to me.)

FFL's have a 21yo requirement because it is neither a rifle or shotgun.


PA has no age restriction for firearms that are not "firearms". Technically, it can be sold to a baby that was freshly squeezed from a vag.
