Apologies for the minor thread derail:
Barring the already obvious unconstitutionality due to the end-run around the explicitly enumerated electoral college process and intent, are the existing signatories of the National Popular Vote Interstate Compact also in violation of this provision by entering into an agreement without consent of Congress? Or has Congress already somehow "consented" away our electoral college integrity by authorizing the NPVIC? How does consent for such compacts? Implied or explicit?
Not that it should matter in this case: it should require a Constitutional amendment to gut the EC.I am not a lawyer.
