    Oh I see.

    I guess that explains why I have something like 25 magazines for my pistol.

    Legal residency in general can be nebulous for folks who spend extended periods of time out of a single state.
    You can get a DL, then move, and never bother to get a new license. Like I said, you can have a PA DL without being a resident. One of the first questions on the 4473 is your residence. IANAL, but I believe it's a felony to answer that untruthfully. But hey, go ahead, take your chances.

    DL doesn't prove residency anyway. You can get a PA DL and then go move to another state the same day. All it really proves is that you more or less seemed like you were a resident at the time it was issued.

    No, a legal resident of the US can buy a long arm (rifle or shotgun) - from a FFL - in any state as long as the rifle or shotgun is legal to own/possess in their state of residence.

    Federal law controls interstate transfers.

    You cannot have handguns, other firearms, or NFA devices transferred to you in states that you do not reside in. You can only buy rifles and shotguns in states that you do not reside in. And with that, you can only have a rifle or shotgun transferred to you from a FFL(no private purchases).

    The OP is not a resident of PA, nor does he really qualify for "dual residency". Now, if he owned a residence here, or had some lease/rental agreement, and could prove he is living there - then he might qualify. But many FFL's aren't interested in dealing with that.

    The OP's wife is prima facie a PA resident(her ID is PA DL). So, she cannot even lend/give the OP a gun of any sort because federal law only allows temporary loaning of any type of gun for sporting purposes only(hunting is the only recognized thing). And of course with her being a PA resident and him not, a gift/sale is prohibited without going through a FFL. ...which an FFL can only transfer rifles/shotguns to non-residents.

    You must abide by the laws in this order:
    1st - Federal
    2nd - State
    3rd - Municipal

    In some states it is this, because counties are a higher level of government than municipal:
    1st - Federal
    2nd - State
    3rd - County
    4th - Municipal
