I am currently in the third day of convalescing at home following a Feb 18 stroke. My LTCF expired March 15. Am I SOL?

I don't have any specific info on McKean county, and any alterations they may have made. You may want to call and inquire, though if you are physically unable to appear in person for an appointment, you may want to wait until that time. If you do call, they'll likely mention the Governor's extension. Have the specifics written down and make it clear to them that you fall outside the the announced changes.

Wait until you fully recover from the stroke. When you renew they have you fill out the same forms anyway. The public is going to put an end to this virus tyranny faster than the Governor expects.

Lehigh county Sheriff's office processed my LTCF renewal by mail in a week and a half.
While I don't actually have a renewed LTCF card. They did provide a renewal approval letter to be kept with my existing LTCF to use as proof until such time PA lifts the restrictions allowing people to go in and get their photo.

All in all, I think they did a good job considering the circumstances and seem to be working WITH the people.

For anyone following my Blair County saga, I was finally able to get my LTCF renewed today, only one day past expiration.

I live in Levittown and the local sheriff’s office is closed. Had to go to Doylestown, in and out in 20 minutes with a spanking new license. Yes, they have closed some locations due to COVID-19 but it didn’t prevent me from exercising my rights.
