There are any number of cheap, crappy pistols out there that can be had for near that money that will reliably fire "once" and then a high likelihood of firing again for a special purpose like a boat/tacklebox/toolbox/hidden in a wall/etc. That is unless you really want a 9mm glue-gun or little propane torch lookalike. (That I wouldn't want rattling around in anything loaded and no chance to fire faster than a Civil War reenactor with a musket when you miss your intended target with that open chamber exit and no sights).
However, it could be loaded with a black powder wax capped blank so that you could set fire to your assailant and tell authorities it is a "Less-Lethal Defense Weapon" here on referred to as an *LLDW.
