At about :10 into the video it appears the two police officers in the back were about to intervene. At about :17 sec it appears someone signaled them to stop and that's when the man with the hat on approaches her.

Man in hat from CT wearing the Washington Nationals cap? My guess he was one of O'Rourke's team trying to defuse so that the video didn't end with police strong arming her into silence. Someone in that posse is thinking, even O'Rourke seldom does.
