    The *bound book* (or more officially disposition book) is in like the top 3 most important things of being an FFL. If a firearm is in a FFL*s possession, and it*s not a personal item, it absolutely needs to be in the book. There are very few exceptions, mostly gunsmithing services.

    Sounds like this has squat to do with putting guns into the hands of criminals, if every one of these 2K+ missing dispositions was sent to another FFL, who I assume conducted the instant check and recorded the transfer in his bound book.

    It's no worse than what Hillary did in obstructing justice by destroying phone records and emails.
