The numbers are issued randomly. If a recruit has a family member that was once on, they can put a request in for that number if it is not issued. I find it best to have a nondescript badge number An old friend of mine had the four digit number that signifies a dead body. He never lived that down. I am not sure if they issued 302, but that would be cool to have.
If you get killed on duty they retire your badge. Since Ramsey, if you get arrested for corruption also. Two things I hope to avoid.

§ 6106.1. Carrying loaded weapons other than firearms.(a) General rule.
--Except as provided in Title 34 (relating(b) Penalty.
