Default Gifting AR to son living in MD from PA

Having a hard time getting a straight answer on this, hoping one of the experts here can help.My son is a MD resident and i want to give him an AR for his birthday.Of course the M4 clone he's been shooting since the age of 12 is now banned. If i purchase a MD compliant AR in Pa can i gift it to him,as it's considered a non regulated firearm. Also can he purchase it in PA with MD drivers licence?I get a different story from every FFL i call up here.Thanks.

A PA resident may not transfer any gun to a resident of another state as a gift or purchase. There are minor exceptions for temporary loans, which are N/A here.

A MD resident may travel into PA to acquire a long gun through a PA FFL, if that gun is legal in MD. Or a PA resident could send the gun into MD to a MD FFL, for transfer to the MD resident within MD.

Some PA FFL's aren't interested in researching the laws of other states over a single transfer.
