I have the same intention of a police shootout as I do a shootout with someone in any other profession. We don't carry guns because of the high probability of need. We carry them, because when needed there are probably few other good options, and a life is at stake.

It's not illegal to shoot a cop, on or off duty. The legality of the shooting hinges on the totality of the circumstances, not the occupations of the involved parties.

There is a video I can't find right now, I thought it was on the YT PoliceActivity channel. It was somebody getting pulled over in either Ohio or Illinois at night. The badge cam audio has the driver saying he had a CCW and was carrying. The officer says something like "no problem, just don't touch it." From the badge and dash cam it appears the driver was reaching for his wallet or seatbelt latch when the cop starts screaming and then shoots the driver multiple times. I can't remember the outcome of the investigation if the driver had unholstered or even had the firearm on him (versus in the glove compartment). My take-away from this video was the cop was extremely nervous about the driver having a gun and interpreted whatever he was doing as reaching for that gun. This makes me give pause if I were to tell an officer voluntarily if I were carrying. Maybe if this driver wasn't reaching for his gun, but rather wallet, then the cop wouldn't have the program loaded to respond to that kind of movement. I'm speculating of course but it does make me think.

Correct me if I'm wrong, in PA while one has no duty to inform (or volunteer), if directly asked by the LEO if armed, you must respond.

You do not have to inform, even if asked, and it's not illegal to lie to a LEO (unless it's a federal LEO.
If asked if you are carrying a firearm you have three legal options, you can tell them the truth, you can keep your mouth shut and say nothing, or you can lie.
