Latest info that I received is that you DO NOT have to list 'references' on the application. I understand that there was a court case objecting to the references and that the decision was that 'references' should be removed from the application. What I read was that the have not removed that box yet but they do not check references and they do not have to be listed.

On the sheriffs website the app and the instructions both still say 2 references.

Can't say for all, but most, including Phila, do not contact those references.

The form has not changed. You need two non related references. They do not need to be residents regardless of what some sheriffs want.

The form has not changed.

And although I agree the reference is a joke and an outdated requirement AFAIK it is still part of the required SP form. Whether the sheriff wants to consider the references is their choice, but should technically still be required until changed otherwise. Many counties including mine could care less and process the application instantly. The notion that it is no longer a requirement is, IMO, no different then sheriff's requiring additional information beyond what is stipulated by law. It is not within their scope to change the form. Hell I have seen my office hand a phone book to applicants, so they can complete the form. Which works for me. The form is completed and satisfies the requirement.

This is what I received from PA: "References are no longer needed because of Confidentiality Laws PA has passed. References may no longer be needed for any county.
There is still a space for References on the Application. Ask when you apply.
