Question about ard, buying a gun and ltcf

I know I should know this, and it has been explained before. I did a search but got the "term is to common message.

A friend of mine got a dui 2 years ago. He did ard and was never convicted. He said his record was expunged.

A. Will this affect his ability to buy a handgun. If so, how?

B. Will this affect his ability to get a ltcf? If so, how?

IF he got ARD and successfully completed the program there is no conviction and therefore no record other then arrest, which I believe can be expunged (if that is the correct term). Firearm ownership and a LTCF should be no issue since there is no conviction. The only possible hang up would be a LTCF if the arrest record is still available and used to deny based on character. IMO it should not matter or hold up on appeal since the prosecution determined that he would be better served by a probationary period with the charges being dropped then having it follow him for life.

He should be GTG.

Was pretty stupid at 18 years old. I can tell you through my experience that I was accepted in the ARD program at 18, completed it at 20 and bought my 1st shotgun within days of getting the completion letter in the mail. A year later at 21 I went and got my LTCF also with no issues in Chester county. I have never gotten my record expunged as they are not convictions. YMMV and all that but I'm pretty sure he will be ok.
