You are closer to correct than many might be aware of! Refer to United States Supreme Court, HAYNES v. UNITED STATES, (1968), No. 236, Argued: October 11, 1967 Decided: January 29, 1968.
In a 7-1 decision, the Court ruled in 1968 in favor of Haynes. As with many other 5th amendment cases, felons and others prohibited from possessing firearms could not be compelled to incriminate themselves through registration.
BTW. I have NO IDEA why and how this does NOT apply to self-incrimination when completing a Form 4473.

Amazing. I'll fight tooth and nail against this. I'll be sending an email for starters tomorrow asking why he wants the poor and minority's to to be unarmed by regulating and taxing them out of owbership of firearms.

So I am already forced to pay for a PICS background check when buying a firearm then I am forced to pay for another background check every 5 years now for my LTCF now he wants me to undergo the same exact process for another card saying I can own a firearm?

By all means email him, but unless you live in his district my guess is your note gets a form-letter reply from the junior staffer/intern that actually sifts through 'em, then hits the recycle bin. Reality: North Philly Democrat cares what Central PA voter has to say why?
Better to write the representative for whom you are a voting constituent and let them know you'll be watching for their efforts to quash it, and their vote against it if necessary.DGAF
