What PA County sherif is closest to Wilmington, De. who will accept my application?

Do you have a link? When I lived in Delaware they made you jump thru hoops to get a permit. Not sure why they would want a bunch of Pennsylvanians carrying there.
It would be great if it is true. Always good to have another way to drive when I am going down South!

Unless you have a Delaware permit you can not get a PA non-resident LTCF.

I take it that you have your Delaware CCW. It is a requirement in order for you to get a PA non-resident LTCF, being you are a Delaware resident. It appears you reside in the Lewes area. If you you apply in Lanacaster County you can walk out with the LTCF in about twenty minutes, provided you meet the eligibility requirements.
One day trip to Lancaster County (Berks County is also good for issuing in minutes instead of days, I got mine at the Sheriff's Office in the Reading Regional Air Port) as opposed to two trips over a span of weeks in most other counties.

I'm a Delaware resident with a Delaware concealed weapons permit. I'm looking for a Pennsylvania County sherif closest to Wilmington, DE whom I can contact about getting a Pennsylvania permit through reciprocity.

Lancaster County would be your best option. Delaware Co. supposedly issues non-resident permits, but from what I've read here even PA residents have to jump through hoops to get a LTCF even though we're a "shall issue" state. Chester Co. also borders DE, but although the Sheriff here is Pro 2A, according to the sticky on this forum (Non-resident permits by county) it does not issue non-resident carry permits.
