    Default 80% lowers laws in PA?

    I stopped at a new LGS in Berks Co to check it out. I got to talking to the guy behind the counter about lowers they produce (they are SOT, 07, and class 3). I mentioned the 80% lowers I built for myself, he told me I can only have them in the house and can never use them outside of the house (gun range, private property).

    He tells me, "because they don't have serial numbers, I can't shoot them". So I asked him, "so what about all the firearms that were built prior to 1968 that don't have serial numbers?".

    Did I miss something in the PA or BATF laws?

    It sounds like he is FOS. Maybe that's his way of getting you to buy his lowers. Lol

    Completely wrong. You can't legally sell the receiver, but you can shoot it. Doesn't mean the cops won't confiscate it because they don't know the law, or just to be dicks.

    I don't ever plan on selling my 80%, but I was under the assumption that one could sell there 80% in PA only after engraving a serial number and maker on the receiver, then transfer thru a FFL? As long as there was no intent to manufacture to sell.


    I did some digging around on that LGS, they've been around for awhile, just changed locations.

    Yes, that is my understanding, that is if it is an actual completed receiver. There is no prohibition on one being able to sell a firearm they make. However if you are doing it on a regular basis and selling completed firearms for a profit without the appropriate FFL, then don't bend over for the soap.

    Yes, I know better to take gun law advice from a LGS. I have read and have a paper copy of the PA gun laws, but wasn't sure if I missed something in my readings, or if a new law was passed since last year when I acquired the paper copy. I also did a internet search, but still found nothing.

    I figured I'd ask here just in case my google-fu was weak.
